Charges
There will be no user charges until further notice. Requesters must pay Providers for work satisfactorily performed and the associated DOS commissions.
When charges do become applicable, registered users of the Dynamic Outsourcing System will incur four (4) types of charges as follows:
- Subscription(s)
A monthly charge for each Requester, Provider, Company Base Administrator, Company Location Administrator (System ID) registered for use of the system.
- Satisfactorily completed work tasks (queue request)
These charges apply only for registered Requesters of the system.
- Time on the system
A per minute charge for time spent logged on to the system.
- Excess reports
Each account type (Individual, Company Base Administrator, Company Location Administrator) is allocated a number of report points according to their account type each month. Reports points utilized in excess of those allocated will have an additional charge per report point.
Individual users will be billed monthly to their Account ID for these charges. Company users will be billed monthly to their initial Account ID for all company users for these charges.
Requesters
Payment Responsibility
Requesters are fully responsible for payment to Providers for work requested and satisfactorily performed by Providers. Requesters are required to make payments monthly (the first day of the month).
Retainer
To prevent any interruption in accomplishing work, a Requester may make an advance payment which will be treated as a retainer for future work request.
Outstanding Payments
A Requester’s outstanding payments are the sum of the value of all work requested by the Requester. If a Providers work task is rejected by a Requester, the Requester's account balance will be credited for the amount of the unsatisfactorily completed work.
Current Balance
The current balance for a Requester is determined as: retainer MINUS outstanding payments. A Requester must have a positive balance to submit a request.
Request Blocking
If a request exceeds (as determined by the winning bid price) a Requester’s current balance, the request will not be assigned to a Provider until the Requester’s current balance is sufficient to support payment for the request.
Anonymity Suspension
In using the Dynamic Outsourcing System, users normally have anonymity and are only aware of the System ID of each other on the system. If a Requester does not make payment to a Provider for work satisfactorily completed, anonymity is suspended. The affected Provider(s) will be given sufficient information about the Requester to allow them to pursue payment from the Requester.
Providers
Payment for Services
Providers will be paid for all services rendered to Requesters on the 15th (fifteenth) day of the next month following the completion date of the of the services. All Providers which have performed work for a Requester will be paid in the order of the completion dates of the work performed until the Requester's account balance is exhausted or until all have been paid.
Fees For Assignment Of A Queue Entry (Work Task)
Providers may be required to pay a fee equal to 5% (five percent) of the winning bid price before assignment is made to them. If the requester subsequently rejects the providers work product, the assignment fee will be forfeited by the provider. This is done to recover the cost of PayPal fees associated with receiving payments from requesters prior to assignment of the queue entry.
Billing and Payment
All registered users receive up to two (2) months as a free trial period. The free trial period begins the day you register and continues until the last day of the second month from from the day of registration. Example; If you register on July 15, 2003, Your first subscription billing will be on September 1, 2003 for the month of September, 2003. Subscription, logon time, and excess report charges are free during this period for all user types (Requester, Provider, Company Base Administrator, Company Location Administrator). Payment to Providers will be in effect during this period.
All users of the system will be sent a billing statement e-mail for subscription, logon time, excess report charges, and payment due to Providers (Requesters only) on the first day of each month. The charges are immediately due and payable. If payment is not received by the 14th (fourteenth) day of the same month, the affected Requesters will not be allowed to add request to queues and Providers will not be allowed to view request until payment is made.
